A loft conversion does need to meet building regulations at minimum and some may require planning permission.
Some garages are cold, empty and under-utilised spaces, a garage that is converted into a warm useable space can increase the value of a property. Some properties have two garages so even by utilising one of them your car parking space is not an issue. Properties that have double tandem garages could convert part of their garage (the back half) to living space.

Building regulations as with all conversions is a requirement for garage conversions, but the majority of straight forward garage conversions do not require planning permission.
